This is a full-time, restricted federal grant-funded position set to expire 12/31/2021The continuation of this position is contingent upon the availability of grant funds, which is expected to renew through 12/31/2022.
The virginia department of social services (vdss) maintains close relationships with community organizations, faith-based organizations, non-profits, and local departments of social servicesThese relationships enable the virginia social services system (vsss) to pool resources to provide a safety net for services for those most in needThe community & volunteer services (cvs) division seeks out ways to partner with the commonwealth, and private, volunteer, and community organizations to share information and fortify the vdss statewide network of servicesIn addition, cvs provides research expertise and strategic planning coordination for both vdss and the vsss.
The community & volunteer services division is seeking a program consultant srThat ensures americorps state sub-grantees are compliant with state and federal requirements and provides the training and technical assistance needed to support complianceThis position will cover a program specialty area (i.e., performance, quality and evaluation, compliance and monitoring, training, and technical assistance)This position will also participate in all efforts ensuring effective management of the subgrantee request for application (rfa) processes and the virginia service commission (vsc) reporting processes and ensures program excellence via policy and program planning, monitoring, evaluative tools, and relationship maintenanceThis position ensures that the agency will continue to meet the expanding compliance and monitoring functions required by the funder, the corporation for national and community service (cncs)This position will focus on compliance and monitoring related primarily to criminal history background checks, member records, and time management; and will provide support for compliant americorps grant-making functions by conducting a member survey and maintaining a program manualBy supporting full compliance among virginia’s americorps programs, this position will minimize financial disallowances.
Experience with federal and/or state grant making processes.
Considerable experience in administration and monitoring, experience gathering and analyzing information, formulating solutions, making recommendations, and implementing the same.
Demonstrated ability to conduct thorough, professional, and complex monitoring sessions independently.
Experience in providing training and technical assistance as well as experience with performance, quality, and evaluation, compliance, and monitoring.
Ability to read, understand, and write program designs, identify strengths and weaknesses and discern appropriate program adjustments.
Experience interpreting and applying federal and state regulations and requirements.
Comprehensive experience working with microsoft office applications and automated data systems.
Valid virginia driver’s license (or ability to travel independently).
Demonstrated ability to assess, guide, and evaluate subgrantee achievement of goals and impact in alignment with all americorps state & national requirements.
Ability to ensure that vsc procedures comply with federal and state requirements.
Experience in identifying and contributing to strategic policy and procedural issues.
Experience in developing, testing, and implementing the use of compliance monitoring tools.
Ability to lead colleagues in task completion, and demonstrate and instill the desire for excellence among colleagues and programs.
Provide thoughtful, accurate, and timely responses to requests and inquiries.
Ability to discern and answer the ‘question behind the question.’
Ability to deduce critical information.
Experience communicating effectively in multiple contexts.
Demonstrated strong writing skills.

Graduation from an accredited college, university, and/or an equivalent combination of training and work experience.
Experience with non-profit organizations.
Experience with federal grant programs.
