Full job description
You will serve as a contract administrator in the university business affairs, code 0245 of boston det.
You will provides technical assistance as required or requested by the indirect cost branch and system review section for cognizant institutions.
You will perform as property administrator and plant clearance officer in accordance with applicable government regulations and as delegated by the office supervisor.
You will monitor contractor compliance with deliverables , including but not limited to interim and final patent, financial, security, property, and technical progress reports.
You will review contractors` renewal proposals and furnish information to government negotiators and contracting/grant officers on current and projected financial status relative to continuation of the contract/grant requirements.
You will confer with the contractors` senior business officials, government contracting and technical personnel, and dod/hhs auditors with regard to pre- award negotiations and post- award contract/grant administration matters.
You will prepare and sign, as applicable, negotiation documents, modifications, thereto in final form , and coordinate all changes with applicable government and contractor officials.
You will conducts initial conferences with awardees (e.g., contractors, grant recipients) to clarify standard and special provisions of contracts, grants, and other awards.
You will coordinate activities and assignments of team members and report findings and progress of goals to cognizant government contracting officials and supervisor.
You will negotiate contract and grant administration modifications or other documents.
You will participate in review panels and provide recommendations to rd on training needs of team.
Occasional travel - you may be expected to travel for this position.

In addition to the basic requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the no-03 pay band (gs-10/11 equivalent) in the federal service or equivalent experience in the private or public sectorSpecialized experience must demonstrate most or all of the following:1) performing pre-award and post-award contract administration functions to administer research and development contracts and grants with major educational institutions and nonprofit organizations; 2) utilizing negotiation techniques to conduct post-award negotiations, such as supplemental agreements or settlement actions; 3) performing cost/price analysis sufficient to compare research and development proposals against previous history, actual expenditures, and established rates to determine position and for use in reviews by auditors or technical specialists, 4) utilizing knowledge of business and university practices to identify factors affecting contractors` costs and to assess the allowability, allocability and reasonableness of contractors` cost claims, 5) participating in procurement, property and other special, or system reviews in order to conduct contractor system surveillance and transaction testing programs; and, 6) ensuring contractor compliance with applicable federal and agency regulations and directing the correction of deficiencies in contractors` operations.
