Duties
The incumbent administers, coordinates implementation of, and evaluates the administrative and managerial policies, procedures, systems, and functions carried out in the organization.
Participates in significant management planning, policy-making, and decision-making activities with regard to program issues.
Using analytical methods, the incumbent conducts research and analysis and evaluates the effectiveness and efficiency of the operations, processes, or resources in meeting established agency goals and objectives.
The incumbent coordinates with the supervisor to advise senior a&m managers regarding: onboarding; off-boarding; employee training and development, employee performance management, awards, and other personnel management issues.
Supports the director, deputy director, supervisor, and a&m staff in agency-wide management activities designed to ensure the efficiency and effectiveness of a&m`s business processes and procedures.
The incumbent is responsible for the technical review of the confidential financial disclosure report, (oge) form 450 for possible conflicts of interest.
Coordinates special assignments such as correspondence under the freedom of information act (foia) or congressional for a&m.

Qualifications
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, gs-12, in the federal service that has equipped the applicant with the particular knowledge, experience, and skills to successfully perform the duties of the position.
Specialized experience includes all of the following:
Conducting qualitative or quantitative studies of administrative concerns to improve office operations
Effectively communicating with and advising principal organization leadership on sensitive administrative/management concerns
Meeting and dealing with a wide variety of organization stakeholders representing organization leadership interests in confidence
Drafting, reviewing and editing a variety of administrative and management documents, reports and/or training materials
There is no substitution of education for the gs-13 level.
