Full job description
Principal responsibilities:
Work in partnership with all messer americas operations and business functions to develop, implement, sustain and champion leading hseq process safety and risk management (psrm) strategies, processes, and standards for all lob’s.
Champion messer americas major hazards review program (mhrp) to mitigate/eliminate hazards and risks which could result in property and business loss, injuries to workers and the public as well as harm to the messer brandEstablish safety integrity levels (sil) and risk acceptance levels for the business to reduce and substitute chemicals, process systems design, safeguards/controls and alarms.
Champion the development and delivery of messer americas risk management, process safety and risk based hseq loss prevention strategies and action plans that drive corporate sustainability and risk reduction improvement.
Perform risk assessments and provide expert advice to messer senior leaders on how hazards should be addressed within the operations of the businesses and how the risks of these hazards should be quantified and mitigated.
Provide process safety, hazard and risk analysis expertise, tools and processes that will identify hazards and risks to people, processes, public and to the messer brand.
Perform risk assessments, building occupancy studies and offsite consequence analysis by completing gas dispersion models and calculations using recognized and approved softwareProvide formal report and review of results with sites.
Actively review, analyze leading and lagging indicators to use data to influence and drive continuous improvement opportunities within the americas to influence process safety and risk management culture as well as increase visibility/accountability.
Support and investigate (as designated) hseq process safety and risk incident reviews including severe injury & fatality incidents as well as major incident reviews (mir’s)Develop, coordinate and implement relevant sif and lfi communications.
Investigate and prepare confidential reports as assigned by messer legal, excom, and other leadership team members on an “as needed” basis.
Represent messer americas as appropriate with government agencies, professional bodies, trade organizations (including acc & cga), community activities in order to present messer’s position on risk, process safety and hseq issues and influence relevant legislation.
Work with team of experts and/or subject matter experts to ensure technical and compliance alignment of messer programs with all regulatory and industry-related standards, codes, polices, best practices and procedures.
Promote and raise awareness, at all levels of the organization, of the impact of emerging regulations, risks and risk management, process safety and risk based hseq loss prevention issues, whether legislative or best practice.
Maintain knowledge of all risk management, process safety and hseq regulations in the us, canada, and puerto rico which apply to messer activitiesWork through country hseq directors on local regulations which apply to messer activities.
Champion/support a robust compliance audit management program which identifies impacts and provides solutions for complianceEnsure messer has qualified and trained lead auditors and audit teamsReview and update audit checklist to ensure up-to-date question sets are applicable to internal and industry standards and best practicesPerform as an internal auditor on specialized subject matters as needed.
Champion and support the development and implementation of accs responsible care management systems and standards, guidelines, processes, and best practices.
Champion the annual rcms audit plan, coordinate audits with leadership, management and 3rd party auditors to ensure sites are prepared for audits, audit schedules are met and opportunities for improvement are implemented.
Qualifications:
Required key skills (functional/technical):
Must possess a thorough understanding of process operations and related equipment and technology.
Understanding of cause-and-effect relationships in both proactive engineering safeguarding as well as incident root cause analysisMust have served as lead investigator in major process safety incidents.
3-years minimum of working with advanced software programs to conduct advanced, critical, life-safety risk assessments.
Possess a thorough understanding of analyzing process safety incidents, development of short-term, medium-term and long-term plans and solutionsFurther, capable of leading, developing effective kpi’s, process safety & risk management leading indicators.
Ability to help develop, lead, and deliver technical training courses for a broad spectrum of employees ranging from junior to senior operations and engineering staff.
Able to mentor and impart knowledge to less experienced staff or those with different areas of expertise.
Excellent oral and written communication skills.
Experience leading risk management, process safety and risk based hseq loss prevention programs required, including team management experience.
Experience in using qualitative and quantitative risk analysis tools (i.eHazop, lopa, failure mode and effects analysis, fault tree analysis, gas dispersion and consequence modelling, bow-tie analysis, etc.).
Experience is using software to manage changes, track actions, etcKnowledge with administrative functions of the software to support with training and usage
Required qualifications/experience:
Bachelor’s degree in engineering, mechanical or chemical preferred.
Minimum 8 years significant experience engineering or technical operations role; experience in leading on a regional and corporate level process safety, risk management, engineering or technical rolesKnowledge and experience in advanced risk assessments and use of advanced software tools
Experience using advanced risk assessment techniques.
Direct hazop leadership experience.
Operations and engineering audit experience.
Experience in line management desirable.
