The maryland department of transportation the secretary`s office (mdot tso) is seeking an experienced and highly skilled manager for the employer/employee relations unit within the office of human resourcesThis position has mdot-wide responsibility for employer/employee relations issues for over 10,000 employees in six different transportation business units, in addition to mdot tsoExamples of work may include, but are not limited to: establishing and tracking employer/employee relations program goals and objectives; conducting step two administrative grievance conferences on behalf of the secretary and drafting decisions; representing management for disciplinary and grievance appeals at settlement conferences and at the office of administrative hearings; recommending, reviewing and approving employee disciplinary actions and terminations; interpreting and providing training on departmental personnel statutes, regulations, policies, and union memoranda of understanding; providing advice and guidance to directors and supervisors in relation to complex personnel and collective bargaining issues; assisting with counseling employees about misconduct and performance issues; reviewing and providing input on legislation impacting grievances, mou disputes, and disciplinary actions; and managing the state medical director program and the employee assistance program on behalf of mdot and coordinating employee referralsThe position manages a staff of professional and paraprofessional employees and is responsible for maintaining the integrity of the employee discipline and grievance system while balancing the needs of executive management to support mdot in achieving its goals and objectivesThe manager may present to mdot executive staff, assistant attorneys general, legislators, and/or union leaders as required.

Education: a bachelor`s degree from an accredited college or university.
Experience: four years of experience representing management before an administrative law judge in hearings at the office of administrative hearings, or similar adjudicatory setting, that involve all types of grievance and disciplinary appeal cases, including terminations, on a regular and recurring basisOne year of this experience must include responsibility for supervising professional employee relations staff.
Note: possession of a juris doctor (j.d.) degree from an accredited law school may be substituted for one year of the required experience.

Alternative dispute resolution
O innovative solutions to complex personnel issues within parameters of state government
O experience working in a large operationally diverse organization
O subject matter expert knowledge on employee relations issues and applicable law,
