Firebird ast is seeking a mid-level operations research support analyst (orsa) to provide planning, coordination, and development of policy and program functions that will assist a u.sGovernment client`s management with decision making, policy formulation, or other managerial functions to investigative services to help the forfeiture aspects of u.sGovernment client investigationsAdditionally, candidates must possess a strong working knowledge of task forces and financial investigative groups, and have experience in and exposure to investigations involving civil and criminal forfeitures, domestic and transnational organized crime, white collar crime, money laundering, drug trafficking offenses, illicit trade finance, and other related areas of activityMust have an understanding and working knowledge of general and complex financial crimesCandidate must be a u.sCitizen or legal u.sResident, and must live in the u.sOr its territories.
This is a remote positionOccasional travel to the dc metro area or other conus locations may be required.
Responsibilities
Plan, evaluate, coordinate, and integrate actions with other staff elements and functions by formulating and applying mathematical modeling and other optimizing methods to develop and interpret information that assists u.sGovernment client management with decision making, policy formulation, or other managerial functions.
Collect and analyze data and develop decision support software, service, or productsThey may develop and supply optimal time, cost, or logistics networks for program evaluation, review, or implementation.
Conduct and supervise qualitative and quantitative analyses of complex organizational and system related problems.
Apply objective, analytical, and orderly thinking to the analysis of complex investigative and operational problems, and support this analysis when appropriate with the use of orsa tools and techniques such as statistical inference, analysis, models, mathematical programming, and simulations.
Summarize and synthesize complex analyses into simplified terms and present results to u.sGovernment client management.
Collaborate with u.sGovernment client senior managers and decision makers to identify and solve a variety of problems and to clarify management objectives.
Develop business methods and procedures, including investigative and accounting systems, file systems, office systems, logistics systems, and production schedules.
Study and analyze information about alternative courses of action to determine which plan will offer the best outcomes.
Observe the current system in operation, and gather and analyze information about each of the parts of component problems, using a variety of sources.
Analyze information obtained from u.sGovernment client management to conceptualize and define operational problems.
Collaborate with others in the organization to ensure successful implementation of chosen problem solutions.
Formulate mathematical or simulation models of problems, relating constants and variables, restrictions, alternatives, conflicting objectives, and their numerical parameters.
Prepare reports for u.sGovernment client management defining and evaluating problems and recommending solutions.
Design, conduct, and evaluate experimental operational models in cases where models cannot be developed from existing data.
Specify manipulative or computational methods to be applied to models.
Define data requirements, and gather and validate information, applying judgment and statistical tests.
Develop and apply time and cost networks to plan, control, and review large projects.
Required
Minimum 7 years of combined total experience in the fields of law enforcement support, military intelligence, or corporate intelligence supporting law enforcement or military clients.
Minimum of three (3) years’ experience of the 7 years combined experience for contractor orsa personnel shall be in the areas of operational or research support of overall mission objectives at a managerial level for law enforcement, military intelligence, or corporate sectors which support law enforcement or military clients.
Knowledge of the procedures and techniques prescribed under the american institute of certified public accountants (aicpa).
Follow accounting procedures and have experience in evaluating controls associated with complex business processes.
Demonstrate applied knowledge to the enforcement of title 18, title 31 and other applicable statutes of the federal criminal code, and the seizure and forfeiture of illegally derived property.
Knowledge of current and anticipated banking anti-money laundering regulations and practices.
Experience conducting analysis of financial and business records to support federal investigations and prosecutions by using criminal investigation tools and other databases.
Ability to conduct research and analysis using open source information, nation and international databases, and corporate record filings to correlate and summarize data into a finished professional product.
May be required to serve as a factual witness

Bachelor’s degree in accounting, finance, economics, or related field.
