Federal affairs specialist or senior

The federal affairs specialist or senior supports the company’s strategy pertaining to federal health programs and federal oversight over health insurance to advance cambia’s cause and protect its interests.
Reports to the director of federal policy and works in partnership with the vice president of federal affairs.
Develops and executes on the company’s legislative and regulatory strategy pertaining to federal health policy.
Represents cambia externally with our trade associations, partner organizations, and state and federal agencies.
Ensures internal business partners are informed on a timely basis of relevant legislative and regulatory issues impacting aca/commercial markets, medicare, medicaid, and the federal employees health benefits program.
Monitors, analyzes, and proactively develops legislative and regulatory proposals for feedback from internal subject matter experts to determine operational impacts and to successfully accomplish business objectives.
Monitors and analyzes the work of medpac, macpac, and think tanks to gain understanding of potential legislative and regulatory proposals that could impact the business in the future.
Works as a member of the broader cambia public affairs and policy team to coordinate and advance a consistent and strategic agenda at the legislative and regulatory levels.
Additional responsibilities for federal affairs specialist senior
Builds productive external relationships and maintains a sophisticated network of contacts that advances cambia’s advocacy agenda.
Leads comment development process on assigned policy issues for formal rulemaking to the u.sDepartment of health and human services, the centers for medicare and medicaid services, and other federal agencies (exLabor or treasury departments) as needed.
Recognized as subject matter expert on federal policy issues pertaining to health insurance whose knowledge is sought after by internal and external colleagues.
Knowledge of health insurance (such as but not limited to aca, medicare, medicaid, employer-sponsored insurance, and/or the federal employees health benefits program) and the legislative and regulatory processes.
Strong written and verbal communication skills, including the ability to develop talking points, background materials, comment letters, policy papers, and presentations on pertinent health care issues for internal and external use.
Demonstrated intellectual curiosity, strategic thinking, and the ability to work cross-functionally across a large organization, including with individuals remotely.
Ability to analyze legislation and/or proposed regulations to determine impacts on the business.
Ability to work with compliance and legal teams to analyze final regulations to determine impact on the business and recommendations on implementation.
Excellent decision-making skills and ability to work within ambiguous situations where judgement is critical to drive desired outcomes.
Proficient in word, excel, power point, outlook, and project management software.
Normally to be proficient in the competencies listed above:
The federal affairs specialist will have a bachelor’s degree in business, political science, health or public policy, social science, law, or related field and 5 years’ experience in regulatory and/or legislative affairs, project management, compliance-related activities or an equivalent combination of education and experienceMust have demonstrated knowledge of private health insurance, medicare, medicaid, and the federal employees health benefits program.
The federal affairs specialist senior will have a bachelor’s degree in business, political science, health or public policy, law, social science, or related field and 7 years’ experience in regulatory and/or legislative affairs, project management, compliance-related activities or an equivalent combination of education and experienceMust have demonstrated knowledge of private health insurance, medicare, medicaid, and the federal employees health benefits program.
