Abt associates seeks an associate in our social & economic policy division to work on department of housing and urban development (hud) and department of veteran affairs (va) funded technical assistance (ta) projects related to homelessness, housing, and community development, to help them develop and implement an effective homeless response system or program.
The focus of the position will be tailored depending on the skills of the candidateSpecific job responsibilities include:
Leading large ta engagements designed to help cocs, esg recipients, ssvf providers and local officials improve their local crisis and housing responses to homelessness and achieve significant reductions in homelessness.
Assessing needs, developing and implementing capacity building strategies, and evaluating impact, while managing budgets, project deliverables, relations with the ta recipient, and relations with hud, va and other funders.
Advancing equity through assisting communities to analyze their data to identify any disparities, make data informed decisions that advance equitable outcomes and adopt policies and processes to support a more equitable system.
Developing and designing tools and guidance to be applied within specific engagements and shared nationally to support local efforts to address specific challenges related to ending homelessness and developing long-term housing and community development solutions.
Developing training curriculums, using virtual and in person modalities to expand the knowledge and skills of coc and provider staff to implement systems and programs to end homelessness.
Facilitating knowledge sharing to promote cross-learning within abt and externally (e.g., communities, hud, va and with our colleagues at other firms) to ensure all of those working to end homelessness can cultivate and apply the most effective strategies possible.
The position also requires building and maintaining relationships with government clients, communities, and ta recipients; working collaboratively as part of a team; strong and clear communication skills; comfort working with diverse populations; setting priorities and managing work to ensure the completion of projects in an accurate, timely and cost efficient manner; exercising initiative and leading innovation in the field; and an ability to be flexible and comprehensive in the ta delivery approach.
Candidates must be comfortable with telework technologies and work styles to work with colleagues and ta recipients located throughout the countrySite travel may be required (during the covid-19 pandemic, there is no expectation of travel).
Skill and competency prerequisites
Candidates should have deep experience working to design and improve systems to end homelessness within a community, preferably with strong knowledge and experience with the coc program, esg program, coordinated entry and re-housing strategiesCandidates must be able to think of and frame out systems-level strategies, be comfortable working with diverse populations, demonstrate strong data-informed thinking, and must be able to help a community diagnose its challenges and build capacity to address deficienciesCandidates should also have practical knowledge of mckinney vento program regulations, including the continuum of care (coc) program and emergency solutions grant (esg) programCandidates should also be knowledgeable about va homeless programs, particularly ssvf.
The ideal candidate must have expertise leading work in one or more of the following areas:
System-level efforts to prevent and end homelessness targeted efforts to prevent and end veteran homelessness
Community-level equity and inclusion work, to identify disparities and support planning processes focused on advancing equity, ideally in the context of efforts to end homelessness
Experience in administering or managing coc, esg or ssvf funded programs
Involvement in the design and implementation of a coordinated entry system that is well-integrated with the communityâ€™s overall response to homelessness.
Facilitation of a process to analyze and optimize local crisis response and housing systems, ideally leveraging homeless management information system (hmis) and other data
Designing and implementing performance-oriented diversion strategies, improving rapid exit from emergency shelters, and designing rapid re-housing strategies to serve a broad range of client profiles
Integration of mainstream systems and developing linkages to prevent homelessness and help those who experience homelessness achieve long-term outcomes
The candidate will demonstrate:
Strong collaboration skills with internal and external stakeholders
Knowledge of and experience with hud funded coc and esg programs and va funded homeless programs
Commitment to building community capacity through training and technical assistance
Experience with centering the experience of multiple perspectives, including communities of color and of people with lived experience of homelessness in planning, decision-making and implementation processes
Comfort with teleworking, as well as remote engagement with ta recipients
Knowledge of how homelessness disproportionately impacts black, indigenous and people of color and other marginalized populationsThe ideal candidate would be able to support communities in deeply interrogating these disparities and support planning processes focused on advancing equity in homeless programs and systems.
